Jessie was released on April 26th, 2015, the version of opencv had been frozen the previous november, so it has 2.4.. btw, there doesn't seem to be a push to get 3.0 in sid/testing either: https://packages.qa.debian.org/o/opencv.html > Would the best solution be to just download, build, and install the 2.4 > version on my PC?
