It seems that perhaps they are different, although I'm not sure precisely how. 
I see there are in fact -ti packages. The information here 
(http://elinux.org/Beagleboard:BeagleBoneBlack_Debian#4.1.x_BeagleBone.2FBeagleBone_Black)
 talks about Mainline, which I now think means the kernel mainline, not TI's 
modifications, is that right?
