I too am having this same problem. I have many BBB that I have successfully SSH into with the same cable that I am now trying to communicate with the Pocketbeagle with the bone-debian-9.3-iot-armhf-2018-03-05-4gb.img. Bur it never shows up as a Drive letter. and the LEDs are flashing as noted above.
