Hello , everyone, I think that it will be easier:
1) in a file parsed by the beancount parser , we have always the same
"locale". Meaning everywhere with "." As decimal separator , nothing as
thousand separator and the currency and currency after ( and not before)
2) that the foreign locale should be managed par the specific importer and
that export file with the common format whatever the initial format is.

Like this, a same beancount  file could be used everywhere.

Currently, if I have some USD expenses and some EUR expenses , I could
choose to have two file or one file. It doesn't matter.
