I'm not the best person to try to answer this since I don't do forecasting like this. But there's definitely some overlap between them. A budget is essentially a future transaction. Or, rather, a bundle of future transactions. Since I don't do much forecasting myself, I'm hesitant to speculate what people really want here and thus how it might fit together.
