There should be no network dependence - I have successfully run these
tests sitting on an airplane.  What OS are you running on?  I have
experienced some problems running on Windows - perhaps there is an open
file-handle on a file or directory affected by the 'deploy-struts'
target.

Also, are you synced up to HEAD?  I believe there 'drt' target in
$BEEHIVE_HOME/controls has been changed to 'checkin.tests'
