Description:
When the Beehive distribution targets run, the Javadoc for the Beehive
sub-projects is created and dropped into the build/dist/docs/... directory.
Contained inside is a javadoc/ directory which has the Javadoc for each project
and the taglib reference doc.
In order for this doc to be navigable, there needs to be a root-level
table-of-contents that has pointers into the rest of the documentation.
Repro:
1) open a shell with a Beehive dev environment
2) run "ant build.dist"
3) list the contents of build/dist/docs
Expected: some table of contents / index page to help navigate the available
documentation
