I think this issue should be considered more carefully as in the current
structure it is common and likely that users and developers often run below the
top level.
Thus this will force placing this check, and relative checks all over the
place. Or force the users to run some sort of bootstrap to get their
environment set everyplace.
I think having one env variable is reasonable (see java_home, ant_home,etc.)
