Resolution: Fixed
This bug happened because I put the sun jars in my
/samples/petStoreWeb/WEB-INF/lib dir under svn and assumed that they would be
copied over during an ant build.dist. The jars weren't copied over, so my
webapp didn't have the activation.jar. Manually copying over the jars resolved
the problem
