Update Assembly to pass in list of clients

Currently there is an assumption in assembly that you will only want to do
whatever you want to do in assembly once per module. We already have the list
of clients that use a given control type as input to the assembly process. It
would be easy to pass this through to the ControlAssembler.assemble() call and
that would allow the assembly class to loop over clients or not as it wishes.
