Add the ability to do a submitForm from an Anchor (Area) outside of the form

The Anchor and Area tags can be used to submit a form, by setting the
formSubmit attribute to true. It would be nice if you could name the form to
be submitted and move the Anchor outside of the form. This is much more common
for an Area tag where the image and the map can be in two separate places in
the document.
