I'd like to sponsor Nathan Jantz to get Jira access rights.  He has been
testing code surrounding tiles support within Beehive as well as
submitting patches.  (see below).

While I know there is no vote needed for this action, we still have the
process where a committer needs to selectively sponsor those needing
rights.
