I discussed this issue with Eddie and he pointed out that build-pageflows isn't 
currently intended to build everything by extension like build-controls is.  
Eddie suggested that a more appropriate solution (than making build-pageflows 
build everything is sees or an arbitrary build-controls call) would be a javac 
of the WEB-INF/src.

As it is, I do like build-pageflows having a limited role.  This bug was mostly 
based on my misunderstanding of the macros and I think that build documentation 
will prevent future users from the same confusion as me.

I am assigning to Rich for him to look at and verify that the description I 
have given of the behavior is accurate.  Please assign to Steve H if the 
description is accurate so that he may make sure that documentation of building 
notes the specific purpose of build-pageflows.
