By r157711, controls dist-test result is re-directed into build/testResult dir.
Copying and building controlsWeb into build/webapps, this is an issue that 
needs discussion.
We assume the difference between dist package and source package is: user does 
not need to build anything when having a dist package, while user need to build 
locally when having a source package.
In controls dist.test package, everything is already built, including 
controlsWeb. User should not build controlsWeb before running dist-test.

Not sure the reason for having user build coreWeb in netui.dist.test package.
