previous / next pager doesn't render previous / next links when those pages 
don't exist

When the data grid's previous / next pager renders, it only renders the 
"previous" and "next" text when those pages exist.  This is different than how 
the first/prevous next/last pager renders.  The result is that the text only 
appears when there is such a page, but this causes the page to "jump" around 
when scrolling through a data set and is inconsistent.

Ultimately, both words should always render but be a link only when necessary.
