Summary: Request Scope name should set the id Scope. (was: Support
legacy JSP with JavaScript but no generated Id scope)
Description: In the 8.1 html tag, if the id scope was not set, we checked
to see if the request was a scoped request. If it was, we used the scope name
to set the id scope. This is not happening at the moment. (was: Would be nice
to support legacy JSP files that have JavaScript but
are without the generateIdScope attribute on the netui:html element.
)
