I've been using OptiPerl this past year & I think it works fairly well. it's got a syntax checker & hilighting that make things easier and there is a regex checker as well. it's a bit quirky in places for a Windows program & there are a bug or two, but it's not at all bad for a minimal cost. (it's not free!)
I did try the trial version of Visual Perl a while back & thought it was excellent. unfortunately it is really entirely too much $ for an editor. $295 is the current price. if it had been $100 I probably would have sprung for it 'cause it really feels like a good Windows editor with all the bells & whistles.
