I just installed a fresh Ubuntu 12.10 and it worked for me. (I hate it when
people say that.)
I did:
1. Install ubuntu
2. download ghc 7.6.2 binary tarball
3. ./configure --prefix=/home/hherhold/ghc
4. Failure due to no libgmp
5. Finally figure out how to install libgmp
6. Re-run configure
7. make install
Worked ok.

It looks like ProjectVersion is set in mk/project.mk - what does that say in
yours? This should be a hardcoded value in the binary distribution - it's set
from project.mk.in, but that's only in the source distribution and is used to
make project.mk when configuring a build from source.
$(TOP)/mk/project.mk is included by mk/config.mk, which is included by ghc.mk.
(I think I have that chain right.)
