You've got a couple of options:
1) If you're using Cgi.pm (you should!!), you can run
it in "offline mode" and capture the html it produces.
Then just point your IE or Netscape to that html and
it will display.
2) Unless your script was doing something unusual, it
should not have interfered with other scripts on your
brother's setup; but we can't be sure without knowing
his apache configuration. Ask him to try again, and
have him look at suexec, an apache module which will
make things much safer for him while using cgi scripts
in a LocalHost container, which he most likely is...
3) GET LINUX AND DO IT YOURSELF!! You will have a
blast and learn a TON this way. Do yourself a favor
and check this option out. You will be happy you did,
trust me! Then you can get MySQL and really start to
have some fun with your CGIs (but I get ahead of
myself).
