Aha.  It's not merely a matter of reading, but of reading the same thing in
different forms/versions/incarnations until you FINALLY find the one where
you get ALL of the information.  My problem was caused by the registry
entries, which is what I had suspected, but I had set them as documented.
As documented three places, in fact.  However, the fourth document I read
added a little feature to the script path: instead of just
"C:\perl\bin\perl.exe" this document expanded it to "C:\perl\bin\perl.exe %s
%s" That was the answer. 

Just thought I'd pass it along in case anyone else had similar frustrations.
It appears that PWS isn't well documented or supported out there in the real
world (as opposed to the fantasy realm where I work).
