My favorite text editor is notetab (www.notetab.com) and you happen to be 
able to run perl from it.

I know it is not free but my favorite integrated tool is OptiPerl. 
www.xarka.com. Good value for $US59.

I use this with ActiveState Perl and an NT Apache build.
