For Linux/BSD there are quiet a number of editors that do syantax highlighting.
 Perhaps the most common is emacs or xemacs (both free).  It is also avilible
for Win32 at http://www.gnu.org/software/emacs/windows/ntemacs.html

For linux/BSD, you will most likely find it on your distributions home page as
a package or RPM

For win32, another somewhat decent choice is dzsoft's perl editor (shareware),
availible at : http://www.dzsoft.com/dzperl.htm

This is by no means a definitive list, it is just two of the editors I use
