Yes, you need to have perl installed on the NT machine.
http://www.activestate.com has a (the?) binary distributable. Perl is an
interpreted language, and as such needs an interpreter. It just happens
that almost every *nix install has perl by default.
They also include the equivalent of mod-perl for IIS. This will require
that you name your files with .plx, however. I believe you can set up other
mappings if you wish.
