What is this "telnet" you speak of ?
Do they not allow ssh/scp connections ?
I would strongly suggest NOT USING TELNET as it transmits in plain
text. If you can get it turned OFF on the server, that would be good
as well.
If by chance you are unfamiliar with SSH, man ssh, or google ssh.
