Removing every trace of cpan from your machine may take a lot of effort.
 Have you tried just replacing CPAN.pm from
http://cpansearch.perl.org/src/ANDK/CPAN-1.9402/lib/CPAN.pm

If all else fails, you could try contacting the author at
http://search.cpan.org/~andk/
