If your OS is Windows NT use AT tool that comes with Windows NT. It is a
command-line utility that schedules stuff on a periodic basis.

If your OS is Win9x, then use Windows Task Scheduler. You also have a number
of utilities like WinCron http://www.tomasello.com/software/wincron/
