Well, you DID indicate the module no longer worked for you; I'd assume
the author did not see the point in leaving a broken module on CPAN
(and I think he is right) and did not have time and/or interest to
update it so it works again. If you'd be interested, you could of
course get the code off backpan, polish it up, make it work and
release it again.
