I cannot speak for Central America, nor even for Thailand where I live
(because of the language barrier) but I think one of the major reason is
fashion: many people think that a new language is better, for no other
reason that it is new.

I know I would be very impeded in my everyday work if I had no Perl and
no other scripting language offer what I need.
