I think the easyest is Apache server and perl.

Since you are using IE I bet you'r ein windows.

www.activestate.com for Perl
www.apache.org for apache (there is a windows version)

Then you run http://localhost/cgi-bin/script.pl and voilą.

That how I do all my scripts on my laptop (no internet connection)
