To validate if a given email adress reaches the right person,
you have to send and process response-challenge-mails.

If you need a professional/business solution for this, use ezmlm (see
http://www.ezmlm.org ) and one of the webfrontends available for it.

If you're planning to do it yourself in perl, you could send him some
key (time() . $$) with Mail::Mailer. When he replies to that mail, you
can upgrade him from a delivery-pipe.  That's the way I used for my
guestbook, as in http://www.jfranken.de/impressum/gaestebuch.en.html
