It is most likely to be a problem in the initialisation of the XS code. The problem is reported at the line you mention because that is the last bit of Perl that is executed before jumping of into C. It looks as though the C code calls back to carp, presumably after finding some problem. I'm afraid that a bit of C debugging seems to be in order.
