A ring is around a 90 volt sinewave(maybe square), and your modem won't produce it. Various electronic supply companies sell phone test equipment to do this, or there are some circuit examples in the hobbyist magazines. Don't try to make a ringer yourself by reducing the line voltage and injecting it, it will burn out your modems input protection circuits. With modem-2-modem connections with a null modem cable, you need to use the "GO OFFHOOK" command, I think it was ATOH to get a modem to start it's negotiation with another modem.
