try the Proc::ProcessTable module. example to find a process 'running.pl':

use strict;
use Proc::ProcessTable;
my $t = new Proc::ProcessTable;
foreach my $p (@{$t->table}){
if($p->cmndline =~ /running\.pl/){
print $p->cmndline," already running!\n";
last;
}
