Build the "where" portion of your query dynamically with a whole bunch of "or"s.  

my $where = '(';
for (@record_ids) {
  $where .= " OR " if ($where ne '(');
  $where .= "(record_id='$_')";
}
$where .= ')';
$select = "SELECT * FROM a WHERE $where";

You get the idea.....
