<shameless.plug> Little to do with netmasks etc., but you might be interested in a module I released a couple of weeks ago named IP::Country::Fast (available from CPAN). When passed an IP address, it returns the country code where that address was registered. Probably useful for log analysis, as it can lookup 20,000 country codes a second on a reasonably fast processor.
