Actually, that is not the case.  there is a TOC in the navigation [left] frame of the 
Active State help browser, but no interactive index or text search capabilities.  Each 
serves a critical and time-saving purpose to the developer using them.  The index 
listings come from markups by the original help writer.  The full-text search 
capabilities are more like grep-ing.

I too miss these features.  I may, after I finish the two projects that took me into 
the Perl world, take Beau up on his challenge. [see below on this thread]  The 
indexing chore on the part of a help author is substantial.  It requires, for a truly 
useful index, that the author envision a wide range of possible expressions that a 
user may be thinking of when seeking the information, then note them appropriately in 
the markup of current use [recently changed from rtf to html].  I've developed WinHelp 
systems for each of the VB apps and utilities I've built, and I think it would not be 
a bad idea for such help systems to be built into any application intended for general 
use.
