They run at exactly the same speed. And the startup is usualy a 
little slower.

Of course that depends on the disk speed and CPU speed.

Depends.
If your script spends most of its time in the heavily optimized Perl 
builtins than it will most probably be quicker than something you 
could write in a reasonable time. If on the other hand you spend most 
time in your code, then Perl is going to be slower.

I don't think anyone can say anything more precise without more 
information. Anyway ... most of the time it's much more important 
when is the program ready, not whether it could run 10% quicker.
