It depends really on how "fancy" you want to get with it. At one end you have the Perl/Tk bindings for doing things in Tk, but you could also go to freshmeat.net, find yourself a copy of Glade, and find a copy of the Perl GTK bindings - that way you can 'visually' do the whole UI part, and put in the appropriate code later.
