No no no, don't do it by hand. There's to many things to keep track of, 
use the CGI module it handles all the messy details for you and do it better
than anything you can write ( no offense ;p ) ::

use CGI qw/:standard/;;
$var = param('var');
$monkey = param('monkey');
print header();
print "You $monkey your var was $var";
