It's definitely a beginners list... for beginning programmers working
on their own code.  It's not a beginners list for people learning to
snowboard, or tie fishing flies.  And it's not a beginners list for
people who are end-users of other people's Perl code.

I'm not sure what part of that is hard to understand.  But there it
is, again.
