Well, the most straightforward way--assuming that your recipient has an HTML-enable mail client--is to send the message formatted as HTML, with appropriate tags for bold and underline.
Certainly, if the person you are emailing uses Outlook, this will work.
To some extent, though this is *highly* dependent on the mail client. You may also have to send the HTML as a MIME attachment (or MIME inlined) providing a proper content type so that the mail client expects to be reading HTML. Granted most modern mail clients should be able to handle MIME, and in particular HTML.
Why can't we all just use plain text and be happy ;-)...
