As to why it wouldn't run for me, it turns out that I have two versions of Perl on my PC. One is 5.003_07 (comes as part of the Rational development toolset, used for ClearCase/ClearQuest) and the other is v5.8.0 which I installed myself in order to learn Perl. Most of the time it doesn't matter at my level of Perl ability but occasionally, as in this case, I have to be very careful which one I'm running. Under 5.8 it all works fine, of course.
