Can't speak for the entire asian region (only India and Bangalore in particular), the training, experience and knowledge I guess is as varied (ranging from "in-depth" to "superficial") as anywhere else in the world.


It seems to me that a
disproportionate number of posted questions coming from that
region would be resolved better by a proper grounding in
Computer Science?


From my limited understanding (I cannot stress this enough)
Perl is not very commonly used as a language of implementation, there is some amount of ignorance in terms of its usefulness and usage. My advice to you is to ignore posts if you deem them to be "weasel" in nature and not judge an entire region based on a few posts.
