Key words here "Web solutions" could be displayed, searched and 
managed with Perl, php, java, c, even ,gulp, asp.

An equaly pointless question:
Why would any one want to use PHP?

I see the point you're trying to make but it's still invalid. So you 
don't understand how to find info on Perl, I don't underdstand how to 
look up info on PHP, big deal. If I needed it I'd find it eventually, 
and the more I did it the more I'd be good at it.

Just because PHP has always been an html using language doesn't 
mean it's better for database interaction.
It *does* database interaction just like any other language.
What it does mean is it is limited in it's ability in my opinion and experience.

Name one thing PHP can do with "HTML manipulation" that you can't do/is close 
to impossible to do with Perl?

Ok, why not just say, PHP does what it does, Perl does what it does. 
Look at both and use the one that does what you need and that is easiest 
for you.

Me, I've tried both. Development wise and server admin wise. 
For me Perl does everythgin PHP does plus about a million other 
thigns, and does them easy and well. PHP doesn't do anything special that
justifies, for me at least, bothering to use it.

You may feel different, fine no problem. Let's quit wasting time on this.
