I looked in the doc for AcitiveState and it was not there, but I did as you suggested and I have version .21 on machine and .20 on another. I pulled the doc in and had a small script going in short order.

Run: perl -MWin32 -e "print $Win32::VERSION" from the command line. If that prints greater than 0.191 (mine is 0.20) then you already have it! Then see this reference.
