Try ActiveState; they appear to have HPUX distributions of modules. However, I can't reach their server aspn.activestate.com at the moment to verify details. Maybe it came with the system and the config tries to use a cc that isn't there, but it's worth at least trying. Run through perl -MCPAN -e 'make DBI' and see if it works.
