I don't know how to create a loop that will assign each scalar variable
to the next line (field).

This, I think, is an easier approach:

    local $/ = '';               # enables "paragraph mode"
    while (<IN>) {
        my @rows = split /\n/;
        print join("\t", @rows), "\n";
    }
