PDF is not a "set of images" ... PDF is actually a quite complex
system of page descriptions that eventually get rendered into bitmaps
for printing....

That being said:  ghostscript can read PDF and produce a wide variety
of output formats, and as was very recently discussed in the list
Image::Magick provides a Perl implementation that will call
ghostscript for you.
