At the cpan> prompt you can issue: o conf init To re-initialize setting of your preferences. Your original values will be used as the defaults so you should be able to go through very quickly until you get to the part where you choose continent/urls. You could also use 'o conf urllist' to set the actual value directly but in this case it is probably more difficult.
