I'm not an HP-UX user, so I don't know what their official HP party line 
is with regard to Perl or anything else.

That said, I've been reading complaints about how old & broken their 
core software (Perl, GCC, etc) is for years now.

The typical workaround, short of replacing HP-UX with Debian :-), is to 
ignore the Perl they provide & install your own in /usr/local or /opt. 
For that matter, that's a common approach to things on Solaris, OSX, 
many Linux distributions, etc.
